For employees of Municipal Common Service: Degree in any discipline from a recognized university and Kerala Municipal Test
For employees of Urban Affairs Department: Degree in any discipline from a recognized university and Account Test (Lower)
For Category No. 039/2026: Three or more years of service as on or before 27.10.2022 in a post carrying the scale of pay of Upper Division Clerk or a higher scale of pay in the Municipal Common Service
For Category No. 040/2026: Three or more years of service as on or before 27.10.2022 in a post carrying the scale of pay of Upper Division Clerk or a higher scale of pay in the Urban Affairs Department

By Transfer recruitment under this notification is specially enabled by Rule 12(2) of Special Rule G.O.(P) No.74/2022/LSGD dated 27.10.2022.
Candidates must upload a Service Certificate in the prescribed format from the Head of Office/Department and produce the original when required by the Commission.
KS & SSR Part II Rule 10(a)(ii) is applicable.
The reservation rules under Rules 14 to 17 of Part II of KS & SSR are not applicable to recruitment by transfer.
Equivalent qualifications recognized by Executive Orders or Standing Orders of Government, and higher qualifications that presuppose the prescribed qualification, will also be accepted subject to the conditions in the notification.
Every person appointed shall be on probation for a total period of two years on duty within a continuous period of three years.
No application fee is required.
The ranked list will remain in force for a minimum period of one year and may continue up to three years, subject to the conditions specified in the notification.
