How to Prepare for UPSC Exams

This is the UPSC section of PSCNET, with free previous question papers, syllabus and study material for the Civil Services Examination and the other exams the Union Public Service Commission conducts. Everything here is aimed at one thing: getting you through the paper.

Most candidates start with previous question papers, but they are worth less as a question bank here than they are at a state commission. UPSC does not recycle questions. What past papers give you instead is calibration: the level an answer is pitched at, the way a general studies question is framed, and how far a two-line prompt in the main examination actually expects you to travel.

The archive covers the Commission’s whole range, not just the IAS. Civil Services preliminary and main, the Indian Forest Service, NDA and Naval Academy, CDS, CAPF (ACs), Combined Medical Services, Combined Geo-Scientist, Engineering Services and the Indian Economic and Statistical Services all have their papers here.

Use the syllabus as the spine of your preparation rather than as a reading list. It is written in short phrases that each open into an entire subject, so the useful exercise is mapping every phrase to one source you will genuinely revise from, then reading past papers to see which phrases the Commission returns to year after year.

For dates and vacancies, the notifications shelf carries new UPSC announcements and the exam calendar shows what is coming. UPSC publishes its annual calendar well ahead of the notifications themselves, so a full year of exams can be planned before the first one opens.

UPSC Exam Pattern & Syllabus

Knowing the pattern tells you how to practise. The Civil Services Examination runs in three stages, and only the last two decide your rank.

Stage Papers Marks Counts towards rank
Preliminary GS Paper I and CSAT Paper II 400 No, screening only
Main (written) 9 papers, 7 evaluated 1,750 Yes
Personality Test Interview 275 Yes
Final total 2,025

The preliminary stage. GS Paper I is 100 objective questions for 200 marks in two hours and sets the cut-off. CSAT Paper II is 80 questions for 200 marks in two hours and is only qualifying: you need 33 per cent, that is 66 of 200, and clearing it earns you nothing towards your rank. Both papers carry negative marking of one third of the marks for a wrong answer. Prelims marks are never carried forward, so a strong preliminary score buys you nothing except the next exam.

The main examination is nine papers written by hand, of which seven are evaluated: the Essay, four General Studies papers and two papers on your optional subject, 1,750 marks in all. Paper A in an Indian language and Paper B in English are qualifying at 25 per cent each, and until you clear both, none of the other seven are even marked.

Eligibility is a degree in any discipline, with age 21 to 32 for candidates in the general category as on 1 August of the year of the examination, 35 for OBC and 37 for SC and ST. Attempts are limited to six for general and EWS candidates and nine for OBC, while SC and ST candidates may attempt until the age limit. Always confirm against the notification itself, never a summary.

UPSC Preparation FAQs

Where can I download UPSC previous question papers?

Every paper in our archive is free and needs no login. Open the Previous Question Papers shelf on this page to browse by exam, or search for a specific one such as Civil Services Prelims or CDS.

Which UPSC exams are covered here?

Civil Services preliminary and main, the Indian Forest Service, NDA and Naval Academy, CDS, CAPF (ACs), Combined Medical Services, Combined Geo-Scientist, Engineering Services and the Indian Economic and Statistical Services.

Is there negative marking in UPSC prelims?

Yes. One third of the marks allotted to a question is deducted for a wrong answer, in both GS Paper I and CSAT. Three wrong answers cancel one correct answer, so a guess is only worth making when you can rule out at least two options.

What is CSAT and how much do I need to score?

CSAT is Paper II of the preliminary examination, 80 questions for 200 marks. It is qualifying only: you need 33 per cent, that is 66 marks, and anything above that adds nothing to your rank. Candidates lose a year to it more often than they expect, so it is worth practising rather than assuming.

Do prelims marks count towards the final rank?

No. The preliminary examination is a screening test and its marks are discarded once you qualify. The final merit list is built from the main examination, 1,750 marks, and the Personality Test, 275 marks, for a total of 2,025.

How many papers are there in UPSC Mains?

Nine. Seven are evaluated and count towards your rank: the Essay, four General Studies papers and two optional subject papers. Paper A in an Indian language and Paper B in English are qualifying at 25 per cent, and the other seven are not marked until you clear both.

What is the age limit and how many attempts do I get?

21 to 32 years for the general category as on 1 August of the year of the examination, 35 for OBC and 37 for SC and ST. General and EWS candidates get six attempts, OBC candidates nine, and SC and ST candidates may attempt up to the age limit.

Do I need to pay to use these study materials?

No. Question papers, syllabus and notes on PSCNET are free, and none of them need an account.
